TOCA Race Driver 3 builds on the ideas of Race Driver 2. The game tries to combine as many different forms of four-wheeled motorsport as possible in one game and give them a high degree of realism.

The game features 70 licensed cars and 80 real tracks, as well as 35 different racing disciplines.

There are two main game modes. In World Tour mode, the player starts a racing career and, with the help of a Scottish manager, tries to make a name for themselves and get accepted into more prestigious racing events. There are 3D-rendered cutscenes from the player's perspective that drive the story forward and, although not as detailed as in the predecessor, give a good idea of the background of a professional racing driver's life away from the races. This mode includes a mix of all racing disciplines.

The second mode allows the player to choose a discipline and play a career focused on that choice. In this mode, there is no background story and races are longer and more realistic.

TOCA Race Driver 3 offers two different driving models: Simulation and Pro-Simulation. The latter is recommended only for players with analogue steering wheels. Simulation is intended for players who don't have steering wheels or who want a simpler experience. This mode is also noticeably easier than the simulation mode of TOCA Race Driver 2.
