Dishonored 2 is the sequel to Dishonored and takes place around fifteen years after the events of the first game. That game had multiple endings, and this instalment picks up the story with the best outcome for the characters. Corvo Attano, once blamed for the murder of Empress Jessamine Kaldwin and the kidnapping of her daughter Emily, has had his name cleared and now serves as royal protector to Emily, the new empress of the fictional Empire of the Isles. She must deal with the Crown Killer, someone acting against her will who kills all her enemies and opponents, making it look as though she rules with an iron fist and undermining her authority. At the same time, early in the story she is deposed by Delilah Copperspoon, known chiefly from the first game's story DLC, who claims the throne and asserts that she is Jessamine's older sister. With the help of Luca Abele, Duke of Serkonos, she seizes power by force.
The regime change is hostile, and the player must immediately choose between two protagonists, either Corvo or Emily, as the main character for the entire game. In the first game only Corvo was playable, and now there are two, each with their own supernatural abilities. These can also be entirely forgone by refusing the Outsider's help, and as with the first title the game can be approached as a pure action game with melee and ranged combat, as a pure stealth game, or as a mix of everything. Unlike the first game, there is no silent protagonist, as both characters have their own voice and speak throughout the game. Apart from a short section at the start, the game no longer takes place in Dunwall but in the coastal city of Karnaca, in the southern part of the Empire of the Isles. Its architecture, fashion and technology today draw on 19th-century European countries such as Greece, Italy and Spain. While the first game linked environments as hubs with loading times, Karnaca takes more of an open-world approach as a single environment, though the game still uses hubs as large sandbox environments for missions. There is a main quest to follow, but the character can also freely explore and discover many side quests or optional activities in any order. In total there are nine major missions, each usually with its own distinct environment, such as the Addermire Institute, the Clockwork Mansion or the Royal Conservatory. Besides the overall design, many of these locations also feature very different mechanics. A ship called the "Dreadful Whale" often transports the character between missions.
Just like Corvo, Emily has access to the Outsider's Mark and can choose whether to use supernatural abilities or reject them entirely. Emily's abilities often focus on distraction, and they are Domino, to link the fate and actions of two or more characters, Doppelganger, to create a clone, Far Reach as a grappling hook, Mesmerize, to put enemies into a dream-like state, and Shadow Walk, to turn into smoke for stealth or to move through vents. Corvo's known abilities are Bend Time, Blink, Dark Vision, Devouring Swarm and Possession. Abilities can be upgraded, for example so that Corvo's Blink can pass through glass without breaking it, or Emily's Far Reach can snatch items harpoon-style. For stealth, it is possible to knock out, drag and throw enemies, it is possible to distract with sounds and alarms, and guards have an alertness meter based on sound, discovery, mutual alerting and sight. The rat plague from the original game is replaced by bloodflies. They can attack the character, but can also become a distraction. As more enemies are killed, more flies appear.
To upgrade abilities, runes must be discovered or bought on black markets. The original title's bonecharm system returns, but in a new form. Players can now, once this power is unlocked, craft individual bonecharms that grant new powers as equippable items. Bonecharms can make certain actions invisible or invulnerable, or improve actions such as sprinting or swimming, or the regeneration of health or mana. Besides coins as the main currency, blueprints must be found to upgrade the arsenal, and there are paintings as optional collectibles. A chaos level is determined based on the character's aggressiveness and assassinations, which affects the outcome.
