The gameplay is similar to that of NFS: Most Wanted, where players roam the streets of L.A. and can trigger illegal street races simply by flashing their headlights at rival cars. There are twelve different race events you can take part in:
- Circuit Races
- Point-to-Point Races
- Freeway Races
- Time Trials
- Tournaments
- Red Light Racer
- Series Races
- Wager Races
- Pinkslip Races
- Delivery
- Payback
- Telephone Challenge
The police also feature in the game, patrolling the streets of L.A. and breaking up street races. The police will pursue the player with an army of patrol cars and even helicopters and spike strips to stop them at any cost.
The game's main mode is a story mode, in which the player takes control of a created racer who drives on an illegal racing circuit, earning money and "REP" to unlock and buy upgrades that let them fine-tune their car. With these "REP" points, the player can also unlock and buy more powerful cars.
There are also four different "attacks" the player can use during a race to either slow down or completely stop opponents. Zone is a slow-motion option that lets the player slow down time to dodge oncoming traffic or police cars. Agro gives the player's car more power and the ability to smash into opponents or take them out completely. Roar sends out a shockwave from the player's car that pushes rival cars and traffic aside to clear a path. EMP sends out an electromagnetic pulse that disables the engine of an opponent or a pursuing police car.
