The aim of the game is to win all the available races and championships, complete the licence tests and achieve 100% game completion. Every 25% of the game completed rewards the player with a car as a special prize. For GT3, the Gran Turismo mode (Simulation mode in the North American version) features a reorganised layout with a more structured and progressive arrangement of races and challenges. Races range from short beginner events to multi-hour endurance races and rally events against an opponent. In addition, the car dealerships are now organised by country and then by manufacturer, which some find more intuitive than the East/West city method used in its predecessor.

Arcade mode has been reorganised into "stages". These stages consist of 5 or 6 tracks compiled from all the tracks available in the game, including street and rally races. To reach the next stage, all tracks of a stage must be completed on Easy difficulty or higher. If you enter a stage on Normal or Hard, additional cars will be unlocked for use in any mode of Arcade mode (including two-player and time trial).

GT3 features 19 tracks, 14 of which have reverse variants and 4 are dirt tracks. Most of these tracks are set in fictional locations, whereas the Californian Laguna Seca Raceway and Côte d'Azur (which is heavily based on the Monaco Grand Prix circuit) are not.

Other changes include the removal of the ability to "modify" production cars or add downforce, the removal of suspension damage, and the absence of torque restrictions for races.

With an overall score of 94.54% on GameRankings, it is the second-highest-rated racing video game of all time and has been listed as one of the greatest video games ever made.
